Promoting Access to Justice, Strengthening Legal Systems and Fighting Impunity
A Project of International Human Rights Organization World Society (IHRO World Society)
“Justice is the foundation of dignity, equality, accountability and peaceful societies.”
About the Project
The Justice & Rule of Law Project is an initiative of the International Human Rights Organization World Society (IHRO World Society) dedicated to promoting access to justice, respect for the rule of law, legal awareness, accountability and effective protection of human rights.
The Project seeks to contribute to societies in which every person can understand and exercise their rights, access fair and impartial justice mechanisms, challenge unlawful discrimination and seek appropriate remedies when their rights are violated.
The United Nations recognizes access to justice as a basic principle of the rule of law and emphasizes the importance of fair, transparent, effective, non-discriminatory and accountable justice services.
The Project is particularly aligned with Sustainable Development Goal 16, especially Target 16.3: “Promote the rule of law at the national and international levels and ensure equal access to justice for all.”
Our Vision
A world where justice is accessible to everyone, laws are applied fairly, institutions are accountable, human rights are respected, and no person is above the law.
Our Mission
Through education, awareness, research, community engagement, partnerships and responsible advocacy, IHRO World Society seeks to:
What Is the Rule of Law?
The rule of law means that laws and legal processes should provide a framework for accountable, predictable and rights-respecting governance.
It requires respect for fundamental principles including:
Equality before the law • Legal certainty • Accountability • Fairness • Access to justice • Human rights • Independent and impartial justice • Transparency
The United Nations describes the rule of law as closely connected with human rights, peace, security and sustainable development.
Access to Justice for All
Access to justice is more than simply having courts or laws.
People need meaningful opportunities to:
The UN identifies legal awareness, legal aid, legal representation, remedies and accessible justice services as important dimensions of access to justice.
IHRO World Society seeks to promote awareness of these principles, particularly among communities that may face barriers to justice.
Fighting Impunity
Impunity can undermine confidence in justice systems and weaken accountability for serious violations.
The Justice & Rule of Law Project promotes the principle that alleged violations should be addressed through lawful, fair, independent and appropriate accountability mechanisms.
IHRO may support awareness and documentation initiatives concerning:
IHRO does not replace courts, law-enforcement authorities, prosecutors or other competent justice institutions. Its role is to promote human-rights awareness, accountability, access to information and lawful avenues for seeking remedies.
OHCHR identifies combating impunity, strengthening accountability and improving access to justice as important elements of human-rights and rule-of-law work.
Legal Awareness & Empowerment
A lack of knowledge about rights and legal procedures can create barriers to justice.
Through this Project, IHRO World Society may organize:
The objective is to help people better understand where to seek information, assistance and lawful remedies.
Supporting Vulnerable Communities
Justice systems should be accessible without discrimination.
The Project may give particular attention to people who face additional barriers, including:
The UN emphasizes that access to justice should be available to all, including members of vulnerable groups.
Fairness and Equality Before the Law
IHRO World Society promotes the principle that every person should be treated with dignity and fairness within applicable legal and justice processes.
The Project therefore promotes:
Strengthening Legal Systems
Strong legal institutions are important for peaceful and inclusive societies.
IHRO World Society may contribute through:
Legal & Human Rights Education
Increasing public understanding of laws, rights and responsibilities.
Institutional Dialogue
Encouraging constructive dialogue among civil society, communities, legal professionals and relevant institutions.
Research
Supporting research and documentation concerning access to justice and human-rights protection.
Capacity Building
Developing educational and training initiatives for civil-society actors, volunteers and community representatives.
Partnerships
Working with qualified organizations and professionals to strengthen access to legal information and appropriate referral mechanisms.
Alternative Dispute Resolution
Not every dispute needs to be resolved through lengthy formal litigation.
Where appropriate and lawful, IHRO may promote awareness of peaceful dispute-resolution mechanisms, including:
Such mechanisms should respect human rights, equality, voluntariness and applicable law.
The UN’s SDG framework recognizes access to formal and informal dispute-resolution mechanisms as part of measuring access to justice.
Legal Identity and Documentation
Legal identity and civil documentation can be essential for accessing rights and public services.
IHRO may support awareness concerning:
These activities are consistent with SDG Target 16.9, which seeks legal identity for all, including birth registration.
Anti-Corruption and Accountability
Corruption can undermine trust in institutions and create barriers to equal access to justice.
IHRO World Society promotes awareness of:
This is consistent with SDG Target 16.5, which calls for reducing corruption and bribery in all their forms.
Protection of Human Rights Defenders
Human-rights defenders and civil-society actors may contribute to accountability, documentation and public awareness.
IHRO World Society promotes an environment in which human-rights defenders can undertake lawful activities with respect for their safety, dignity and fundamental rights.
The Project may support:
Children and Justice
Children require special consideration within justice and protection systems.
IHRO may support awareness concerning:
All activities involving children should comply with applicable safeguarding and child-protection requirements.
Women’s Access to Justice
IHRO recognizes the importance of equal access to justice for women and girls.
Activities may address:
The UN Committee on the Elimination of Discrimination against Women describes access to justice as encompassing accessibility, quality, remedies and accountability of justice systems.
Our Approach
The Justice & Rule of Law Project follows a Human Rights-Based Approach built around:
Equality
